据路透社7月16日报道，中国在此次亚欧首脑会议召开前就已明确表示，不希望在会议上讨论南中国海问题，称这一会议并非讨论该问题的合适场合。
主席声明称，与会各国领导人重申致力于促进海上安全、人员安全与合作、航行与飞越自由，以及保持克制、不威胁使用武力。
声明还说，应根据国际法、《联合国宪章》和《联合国海洋法公约》解决争端。
欧洲理事会主席图斯克对记者说，他希望仲裁庭作出的裁决为寻找争端解决办法创造积极势头。
他说：“尽管如此，在这些问题上与我们的中国伙伴达成一致并非易事。我们的会谈进展很困难，但也显现出良好的势头。”
报道称，虽然欧盟对中国与其邻国在南中国海的争端持中立立场，但英国、法国和德国希望明确表示，北京须在全球范围内寻求发挥更大作用的同时拥护国际法。但欧洲已很难在表态时统一口径，因为匈牙利和希腊等一些小国的政府依赖中国的投资，因此不愿批评北京。
一位蒙古国外交官称，在就声明进行谈判时，气氛十分紧张。
这位外交官说：“欧洲人希望在南中国海问题上多着墨，但亚洲人持不同意见。”
